SAFPROM: Transforming Samoa's Agriculture and Fisheries


The Samoa Agriculture & Fisheries Productivity and Marketing (SAFPROM) project is a game-changer for Samoa's agricultural and fisheries sectors. With a total investment of USD 23.55 million funded by the World Bank and the International Fund for Agricultural Development (IFAD), SAFPROM aims to boost productivity, improve market access, and enhance the management of natural resources. Since its launch in March 2020, the Ministry of Agriculture and Fisheries (MAF) has been instrumental in delivering technical support and resources to farmers across Samoa, ensuring the project's success and tangible benefits for the community.


SAFPROM's comprehensive approach includes strengthening national institutions, enhancing value-chains, establishing a robust project management division, and providing contingency emergency response plans. Through these efforts, the Ministry is bridging institutional capacity gaps, promoting sustainable farming practices, and fostering gender inclusivity in agriculture. The project also offers Matching Grants Programs (MGP) to support farmers in increasing their on-farm productivity and transitioning to semi-commercial operations.



Farmers like Taefu Faumuina Tovio Taefu from Siufaga Falelatai and Falaniko Fitai from Saleaumua Aliepata have experienced firsthand the positive impact of SAFPROM. Taefu expressed gratitude for the essential tools provided, such as barbed wire, chainsaws, and shovels, which have significantly enhanced his agricultural productivity. Falaniko highlighted how the assistance benefits not only individual families but also churches and entire village communities. Another testament to SAFPROM's success is Ioane Henry Leota, a well-known cattle farmer from Siumu, who has expanded his farm's production capacity thanks to grant funds, training, and technical assistance received under the project.



The Ministry's ongoing commitment to monitoring and supporting beneficiaries ensures continuous progress and success. By evaluating farm yields, agricultural practices, and resource utilization, the project team identifies challenges and opportunities, providing tailored support to farmers. SAFPROM is not just a project but a beacon of progress and resilience for Samoa's agriculture and fisheries sectors, driving sustainable development and fostering a brighter future for all.
